Given its wartime and post-disaster trajectories, the Trincomalee District was home to a vast number of INGOs and international donors organizations. Since 2009, a significant number of these organizations gradually phased out their projects. What they left behind was a vibrant community of development and social service practitioners with solid grassroots knowledge on local community development. RECDO plans on building a network of researchers and practitioners who could serve as a ready talent pool in rolling out and initiating particular projects\/events. As a network, regular training sessions would be conducted, with a linking service that connects competent staff with other NGOs and CBOs apart from RECDO.<\/p>\n
